About us

The Coalition for Health Promotion and Social Development (HEPS-Uganda) is a non-governmental organization (NGO) that promotes the rights of poor and vulnerable people with a special focus on health and socioeconomic rights. We were registered as an NGO in November 2000.

HEPS-Uganda is a membership organization, consisting broadly of individual and institutional members who identify with its values and support health consumer rights.

We work across all regions of Uganda, at the community, district as well as national level. We are currently active in all the districts, with regional offices in Mbarara, Kiboga, Kamuli, and Lira.


Community Empowerment Program (CEP)

HEPS-Uganda empowers health care consumers with knowledge about their health rights and responsibilities. We also sensitize health care consumers to claim their health rights and exercise their health responsibilities as well as facilitate a health consumer –health provider feedback mechanism.

We have trained over 4000 volunteer trainers of trainers in various districts of operation, many of whom have become Village Health Team (VHT) members and Parish Development Committee (PDC) members.


Health Policy Advocacy Program (HPA)

HEPS-Uganda advocates for consumer-friendly health and health-related laws and policies at the national and district level through coalition building, partnership creation, and sensitization.

We have established a national civil society coalition of over fifty organizations, the Uganda Coalition on Access to Essential Medicines (UCAEM), district coalitions in the Eastern, Northern, and Central Uganda regions. 

HEPS-Uganda conducts research to inform advocacy. We have over the years developed expertise in research; creating a network of over one hundred Research Associates spread across the country and also established strategic relationships with different National and International entities.

Core Programs

Health Policy Advocacy

HEPS - Uganda advocates for consumer-friendly health and health-related laws and policies at all levels through policy analysis, influence policy formulation, and monitors policy implementation. Efforts target research and dissemination of consumer-focused healthcare information to the government, media, and other stakeholders. 

Community Empowerment

Under this program, we educate and empower health care consumers with knowledge about their health rights and responsibilities. We also empower health care consumers to claim their health rights and responsibilities. HEPS employs various social accountability methodologies to achieve this objective. 

System strengthening

HEPS ensures that both internal and external systems are strengthened to ensure a smooth implementation of its strategic plan and to offer high-quality services and products.
